  • A tenant must be considered vulnerable due to old age, disability, or young children in the home. Vulnerability will be considered on an individual basis.
  • The tenant must be considered low-income, which means their income cannot exceed the government-decided threshold. If their income exceeds the government’s threshold, your tenant might be ineligible for the ECO4 grant.

There may be some flexibility when determining eligibility. If your tenant doesn’t meet all the mentioned criteria, the local authority may honour the ECO4 grant if they find it necessary for those occupying the home.
