Free First Time Central Heating Grant With ECO4 [2024]: Who Qualifies?

We all know the winters in the UK and understand the vast difference central heating can make during the cold, wet, winter months. The 2024 ECO4 scheme provides a central heating grant for qualifying households that have never had a central heating system previously.

If your home does not have central heating, you may be one of the many households qualifying for this fantastic opportunity to receive the first-time central heating grant with the ECO4 scheme 2024. Who Is Eligible to Receive the Free Central Heating Grant?

You must meet specific criteria to receive the free central heating grant or replace a broken boiler using the boiler grant under the ECO4 scheme in the UK. Here are the qualifying criteria you must meet.

#1. To qualify for the grant, you must be a homeowner or a tenant in a privately rented home.

If you are in social housing or a renter, the home must have an EPC rating of E, F, or G to be eligible for the grant. If you are a homeowner, your home must have an EPC rating of D, E, F, or G for you to qualify for the grant. However, a home with an EPC rating of D will sometimes not qualify if it is on the higher end.

People renting their homes from a housing association or local council or owning a shared home will not qualify for the ECO4 scheme grant for first-time central heating.

#2. The home you’re living in needs either one of the following heating systems or no heat at all.

  • Various types of electric room heaters, including fan heaters, portable room heaters,  or inefficient electric storage heaters
  • Oil room heaters
  • Wood or biomass room heating
  • Solid fossil fuel room heater
  • Portable/bottled LPG room heater
  • Gas room heating, including fixed mains gas room heating 
  • Gas fire with back boiler 
  • Mains gas warm air heating system

You can look at your home’s Energy Performance Certificate (EPC) to determine if you have central heating. If you live in Scotland, you can check here, and if you live in England or Wales, you can check here to see if one has been done for your home.

To be eligible for the ECO4 First-Time Central Heating Grant and install a new mains gas central heating system, you must have installed an existing mains gas supply in your home before March 31, 2022. 

If you did not install a mains gas supply before March 31, 2022, you may be eligible for a First-Time Heating Grant to install radiators and an air-source heat pump.

#3.  You or someone living in the household must receive at least one of the qualifying benefits, or you may qualify under the ECO flex rules.

Qualifying Benefits

Households that receive the qualifying benefits include the following:

  • Housing Benefits
  • Income Support
  • Child Tax Credit
  • Pension Credit-Guarantee Credit
  • Pension Credit-Savings Credit
  • Universal Credit
  • Working Tax Credit
  • Income-Based Jobseekers Allowance (JSA)
  • Income-Related Employment and Support Allowance (ESA)
  • Child Benefits that are subject to income-based criteria

Qualifying Under ECO Flex Rules

Even if you don’t qualify for the ECO4 scheme by receiving qualifying benefits, the ECO Flex Rules allow Local Councils to recommend that your household be eligible for the grant.

While your Local Authority must first approve you, there are four possible ways that you can qualify under ECO flex rules.

  1. The NHS refers your household to the Local Authority because living in a cold house could seriously impact you or someone in your home. Examples of medical conditions that typically qualify are cardiovascular problems, respiratory problems, immune-suppressed conditions, or limited mobility.
  2. The Local Authority has several options that allow it to create its own schemes to assist households suffering from fuel poverty. However, they must submit all their proposals to the Government Department of Business, Energy and Industrial Strategy for approval.
  3. Your household income is less than £31,000
  4. If you’re home has an EPC reading reading of E, F or G, and you also have one of the following qualifications:
    1. You or a member of your home is vulnerable, and it is harmful to your health to live in a cold home.
    2. You receive a council tax rebate, not including the single-person rebate.
    3. You or a member of your home qualifies under a Local Authority run scheme that helps to assist those identified as vulnerable and low-income households.
    4. Someone in your household receives free meals.
    5. Your household is recognised as struggling with debt, including mortgage payments and utility bills, and has been directed to the Local Authority for assistance by Citizens Advice, your mortgage lender or energy supplier

#4. Your home needs to be adequately insulated to qualify

The first-time central heating grant requires that for a home to qualify, it needs to have adequate blocked and cavity wall insulation if your home has cavity walls. If you have insufficient wall insulation and if you are eligible, ECO4 can help get your home properly insulated as well.
